  The Conclave is an organization that enslaves different races from all over the universe

History:

 Most of the information regarding the Conclave came for many years in the forms of rumors of an advanced race located deep within Masai space in an area that no one dared venture to for no one ever returned to tell the tale. The greatest set of rumors came from the Monketian Society who
prophesized about dark times an a great war. Setting themselves up as
galactic guardians the Monketians told their tales to anyone who would
listen.
  In actuality the Conclave had arrived in our universe 350 years earlier from an alternate dimension which they had taken control of. Bored, their leader known as the Master discovered a portal to our dimension. Seeking new areas to conquer they emerged into our dimension. Upon arrival the Master fell victim to a time paradox when his own counterpart in this dimension was too different from him. Determined to become active once more he set in motion plans to bridge this gap. Satisfied that what he had begun would play itself out, the Master amused himself by placing obstacles in the way of his counterpart who now called himself Drax.
  Meanwhile he also had his agents begin to prepare Homeships for their
eventual conquest of our galaxy. To increase their numbers, the Conclave
raided nearby worlds and placed implants inside their skulls that allowed
the Master to control their central nervous systems. If an agent failed in
their duties the Master would detonate the implant causing the agent to
burst into flames.
  After 350 years of waiting the time had arrived for the Conclave to strike.
They began by attacking remotes planets by bombarding them and then taking the survivors as agents. They later altered their tactics to biological weapons which increased the process and efficiency. Deciding they needed more raw power the Conclave then began to target Klingon, Gorn, Andorian and KDL Outposts.
  During this time, the crews of Deep Space 13, USS Vancouver, USS Raven, and USS Hunter joined forces in order to determine what was happening.
  When all evidence led to the discovery of a hostile force they joined with others vessels and became engaged in the Conclave war.
  Unfortunately the first battle resulted in heavy losses for the Starfleet fleet
when they encountered one Homeship which was ten times the size of a
Starship. Regrouping at DS 13, a weak link was finally discovered and once again the defense fleet engage a Homeship with better results. While not destroyed, they did force the Homeship to flee but it's mission of
destroying the Klingon Outpost was still achieved.
  A last stand was finally made when the defense fleet was joined by the USS Vanguard, the Dev'Nets and other alien races to bring this war to an end. Aboard the main Homeship, Cmdr Drax sacrificed his life to destroy his counterpart leaving the Homeship free of the Master's control and vulnerable for the first time. The defense fleet destroyed the remaining Homeships and satisfied returned to Deep Space 13 to celebrate.
  However the story did not end there. One set of Conclave agents hijacked the USS Renegade and the Master himself still survived and with a few remaining agents fled through the portal they had arrived through in order to regroup. Back on DS 13, Adm Nassau had the USS Hunter retrofitted with a special device to pursue the Renegade and bring it home. In addition he determined that the portal now known as the Gateway was too risky to leave unchecked. Dispatching a group of elite officers they were charged with the duty of protecting the Gateway, returning all who were taken through it home, and tracking the Conclave Master through time and space until he was taken down once and for all.
  The threat of the Conclave has left our universe and they no longer have the means of returning, but other universes can not say the same ...
