| Transferring
from Another Organization:
|
This
option is for if you are already a Commanding Officer on a ship, and
would like to transfer it into the Federation . A letter of
introduction should be sent to the ECB entailing a description of
your group and any reasons why you have left your previous
organization. Exceptions can be made to the minimal limits of
players, and life of the group, if there is a group below them,
which shows it is a good sim without, or that the CO is excellent,
and just needs the help of a sim group to be part of something

This option is preferred, if the ship
is joining The Federation after being independent. But we do let in
ships who have been members of other sim groups, but we prefer the
move to be smooth, and not damage relations with other fleets. So
for this reason, we like to know the reason behind the move, so
there can be no hard feelings all around. If you do not wish your
previous organization to be contacted this must be stated and a
reason why |
| New
Commanding Officers: |
If you are starting up a ship, or wish
to take Command of an empty ship in the Federation, then you have to
prove to the ECB, that you are capable of being a good Commanding
Officer. To do this, you have to send an application, via email to
the ECB. In this email, you have to declare you interests (whether
you have a ship starting up, which you would which to start up in
the Federation, or whether you would like to Command the USS
Whatever, which is currently awaiting a CO). You also need to say a
little bit about your simming history. You will need to write the
names of ships, and their respective Fleets which you have served
on, basically, any simming and or writing experience you have.
Finally, if possible the names, email addresses, and ships of COs
you have served under in the past. This way we can obtain a
reference on you, to help us make a decision. If all goes well, then
your ship will become part of the Federation, and we will do all
that we can to help you get a crew etc. You must have also have
served as a Commander for a minimum of four months in order to
demonstrate your ability to lead a group. |
| Concepts: |
All
concepts for new ships must be sent to the ECB for consideration and
review. A CO must have a majority vote from the ECB to change
a current concept of a duty station that they inherited from a
pervious CO to change otherwise can result in their removal from
command. |
| Promotion:
|
If you
are serving aboard a ship in the Federation and frequently show the
skills and qualities of a good Commanding Officer, then your GM can
recommend you for a Command if you have served at the rank of
Commander for 4 months and have the required number of points to
advance to Captain. If the ECB are in agreement, then a Captaincy is
arranged for you. |

If you are serving on a ship in the
Federation, and the Commanding Officer leave for one reason or
another. He/She may recommend you to take their place. If a CO
leaves, and someone is recommended, then they usually get the job,
as it is preferable to have someone who has been serving onboard
already take over Command but will not advance to the rank of
Captain until they have served as a Commander for 4 months and have
the required number of points |

A GM may only have one character is a
command position at any time |
|
The commanding officer (GM) is
responsible for every aspect of the administration of the duty
station to which s/he has been appointed, both In-Character and OOC |

The CO will ensure that a web site is
maintained with a minimum of the following: A brief description of
the RPG; an up-to-date crew manifest with biographical data for each
character; an up-to-date page listing positions available on the
duty station; an application link that is specific for your group;
documentation of any and all rules that apply specifically to that
duty station that are not already documented on the Federation web
site; as well as a Federation banner that links directly to the
Federation web site and opens in a separate window |
| Recruiting:
|
All CO's should actively recruit for
their own ship until positions are filled either through newsgroups
or other means. In order to be fair to other organizations it
discouraged to recruit members from them unless they themselves
approach you first. |

The ECB will also at times recruit for
the group as a whole listing all member groups and open positions.
As a result the ECB should be kept aware of open positions for
recruiting purposes. |
| Applicants:
|
All CO's must link their join button
to the Federation application so all applicants can be processed by
a central body. |

All CO's must keep the ECB Chairperson
aware of what positions are available so that new recruits can be
placed. |
| Game
Involvement: |
The Commanding Officer is responsible
for the flow and direction of the game. The CO shall maintain
involvement in the game sufficient to keep the flow moving forward
and members involved. The CO may, from time to time, delegate this
authority to any Command Candidate officer, however the CO is
responsible for this matter |
| Dereliction
of Duty:
|
It is unfair to one's members for the
CO of a duty station to abandon his/her duties as CO of a duty
station. |
|
The ECB understands that members have
lives outside of the game and real life issues arise unexpectedly.
It is desirable that notification of an absence is made in advance,
however it is not always possible. As a result, the CO of a duty
station should make an effort to notify his/her Executive Officer of
an absence and the ECB so that administrative duties of the duty
station can be assumed by the Executive Officer until their return. |
| Departure
from the Federation: |
All members are allowed to withdraw
from the organization at any time, however if they wish, the ECB can
continue to use the concept that you have developed if it is deemed
as a viable duty station. You are also free to take your concept
with you of you leave as well.

| Keeping
Up to Date Records: |
All CO's must keep their website up to
date at all times and must submit point tallies for promotions to
their respective crew members on a biweekly basis. Failure to do so
will be deemed a dereliction of duty |
